I may be a bit cynical but, have you ever drawn a line in the sand? Come back the next day or in a couple hours, or often in just a few minutes and the line is gone, disappeared, kaput, never existed. Tried it once burying cold beer in the chilly underbelly below the surface though the top layers of sand were well over 100 degrees White Sands. (Kind of a rambler, wasn't it) Didn't use a big enough flag and it blew away. There's a cold six pack of 40+ year old Bud out there somewhere.
But I digress --- U.S. President Barack Obama, French President Nicolas Sarkozy and British Prime Minister Gordon Brown are normally a nice three of a kind to start any hand, but unless they are joined by their Chinese and especially Soviet/oops/Russian counterparts, absolutely nothing will happen. This will have given Obama an opportunity to meaninglessly talk tough on a foreign policy issue after a 7-8 month mush mouthing. 'Tis a pity the man cannot be as hard on national security and safety foes as he is those vicious retirees who oppose health care or any other of his policies.
