Speculation:
- If they get three then we should get three too
- If three are okay then four should be allowed too
- We only have two in the fairway....at any one time
Pretty soon four carts with no restrictions becomes the expectation.
There must be some reason, likely wear and tear on the grounds, that make four carts costly for the course.
It's tough to put the genie back in the bottle but when a reasonable accommodation for the few needing it becomes the expectation for all who want it and an expense for everyone then changes need to be considered. This is not at all unique to golf carts on courses, this is just the latest example.
