Pretty soon four carts with no restrictions becomes the expectation.

There must be some reason, likely wear and tear on the grounds, that make four carts costly for the course.

It's tough to put the genie back in the bottle but when a reasonable accommodation for the few needing it becomes the expectation for all who want it and an expense for everyone then changes need to be considered. This is not at all unique to golf carts on courses, this is just the latest example.
The golfers who fail to recognize respect for the golf course and those that abuse the "reasonable accomodation" allowance are part of the problem. Management is partly to blame. In the 12 years I've been here in the villages whether it's the golf courses or in the squares rules are never enforced and villagers have to be treated like feral children.
