Certain televisions (notably Samsung) when connected to WiFi have the capability to feed you advertising. You actually gave them permission to do this when you initially entered your WiFi credentials. I know there is a way around this because I had bought my son a Samsung TV and he did figure out how to block the ads - he may have reset the tv to the initial specs and then when he entered his wifi information, he made sure not to agree to their terms.

You can also add an external streaming tv device (such as Google Chromecast TV, Roku, or Firestick) and them turn off the WiFi on the tv. This will turn your "smart" tv into a plain old tv and stop all the nonsense.
