Where do you think all the improvements over the last 13 years in districts 1-4 have come from ? Paved cart paths, Paradise park, etc. They did not come from the developer. Look at the payout schedule and therein lies the answer to your question. The lawsuit was over the Paradise Rec Center. Seems slightly unethical to me to redirect the money if that is even legal but what do I know. I am just a guy that invested a little effort to educate myself on the history of where I live.
