According to HB949, no one needs to have a driver's license to drive a golf cart.
- Under 18 must have a valid learner's permit (or license but a permit is sufficient)
- Over 18 must have a valid government-issued photographic ID (a license is not required)
Nowhere does the statute require an adult be present.
