In Florida now anyone driving a golf cart must have a drivers license unless an adult is with them then they must have a learners permit. The teens I have been around here have been responsible and polite. Could some teen drive recklessly on the MMP? Of course, but I would bet money on it being an old drunk person running into you in their golf cart and not a teen. If you live north of 44 you are way overestimating the risk and the risk is pretty low even south of 44.

The MMPs are not golf cart lanes. Bikers, skaters and walkers can also use them. A naive group of teens who are unaware of the dangers of these paths can easily get struck. Or, cause an accident.
