If 47% of households don't pay Federal Income Taxes and some of them in fact get tax credits, who is carrying the tax burden?

If 47% don't pay taxes, what percentage of them do you suppose wouldn't mind and in fact support massive tax increases to fund the mother of all health care plans in the works?
