Of course, I do not follow that rule. When I am going 3/4 way around a roundabout, I drive in the inside lane and I believe I have the right-of-way to cut across the outside lane when I exit.
If a car in the outside lane tries to cut in front of me, I honk at them and keep honking until I am totally out of the roundabout. If I even suspect a driver in the outside lane might cut in front of me, I honk at them.

So you feel that if a vehicle enters the circle at the next one to the one you entered and is intent on going to the second exit to the one he/she entered, that you can cut in front of him/her to exit? According to the "signs" the person on the outside lane may exit on the next two exits. You may exit on the next two or three exits, but who knows when you originally entered the circle?
