How often does the fan come on and for how long? I had the same issue with my new carrier equipment and ecobee thermostat. I also set the fan's minimum run time to zero and it STILL came on. However, it's only for about 5 minutes twice an hour, so I am just living with it, as it's only the fan, not the condensor that's running and the fan is at least ciruculating the air inside the house.
