There is probably a relay that controls the fan, it is possible (not probable) that the relay contact(s) have welded closed and are keeping the fan on. You will probably not be able to diagnose this yourself, and I would not suggest it. If none of the above suggestions work, then I would go with a reputable AC repair service and see what they find.
