There is no "double-dipping." The home is occupied and IDs have been provided to those residing in the home. Individuals from out of the area are visiting and current residents are applying for guest passes for their guests. This is exactly what I do for my relatives from NY and friends from MD. No double-dipping, just utilizing the system as it was designed to work.
