Not knowing condition and age of cart IMO Several things can affect speed when load put on engine. Weight carrying, wind, tire pressure, belt, clutch, governor, spark, carb adjustment problem, air filter, spark plug, and engine just worn out just name few. IMO carburetor carts are not as efficient as fuel injection. Governor should call for more fuel when load put on engine. Which unless going up 10 or so more degree grade governor compensates close to governed speed the cart set at.
