Do pedestrians have the right of way on a cart path that is adjacent to a roadway (such as Odell Circle)?

If there's a sidewalk adjacent to the cart lane, then pedestrians should be walking on the sidewalk. That's why it exists. If there are too many of you to fit immediately beside each other, tough. Stagger your group. If a pedestrian is coming toward you, you'd have to stagger the group to let him pass anyway.
The cart lanes that don't have sidewalks next to them (like northern Morse Blvd), you'd need to have a death wish to walk on those. Or maybe you just want to see some poor golf cart driver have to veer out of the lane into traffic behind him to avoid hitting you, only to be hit by the car that wasn't expecting you to do that.
Most MMPs are wide enough to accommodate a golf cart and a pedestrian, without the golf cart needing to swing wide into the opposite direction's path.
