I think on the MMP you'll be pretty safe from that scenario.
On the roadway you should be looking ahead, anticipating cars coming out of side streets. If you don't see any cars in a position to enter the roadway, you could very safely give the cart a little room. You don't even have to cross the yellow line. Just feel those little reflectors on your tires and you'll be giving the cart a touch of room.
Or, you could just be an inconsiderate jerk. Your call.
