The correct action in this scenario is for the cart to slow down or STOP so that they do not create a dangerous condition. Then pass when safe to do so.
Imagine how your life would change if you actually hit the pedestrian? Sued. Then financially bankrupt. Maybe even jail time.
Right of way doesn't even come into consideration when deliberate reckless actions cause injuries that could have easily been avoided.
