Because no matter who has the "right of way" - it's the pedestrian who's going to get hurt the worst if there's a duel between a bipedal and a golf cart It's in the pedestrian's best interest to scoot over if they see someone coming. Not all golf cart drivers are responsible - and in fact, some folks drive them because they are no longer allowed to drive a car, because their eyesight is too poor, their reaction time is too poor, their ability to understand stop-signs are too poor, or whatever else - and their physicians and loved ones have taken their car keys away from them. If you want to take your chances and play russian roulette and hope that the epitaph on your gravestone doesn't read "Here lies ThirdOfFive; he had the right of way" then - move to the side if you're walking/running and a golf cart is heading your way.
