Having the "right of way" doesn't mean you will always be right, in all circumstances, it is the concept that when you are in control of a machine , much faster, heavier, it is inherently more dangerous if not properly controlled ,it is your responsibility to exercise more care because a lapes on your part could result in greater damage, that is the rationale of pedestrian right of way. Every year many pedestrians are killed due to thoughtless action on their part by driver who are blameless, but not always . The day will come when you will need some sort of license to operate a golf cart, the growing number of people who can not be trusted with an automobile driving golf carts will at some point cause enough problems will make this necessary.

That proves the point that - pedestrians should be willing to yield - not because the cart has the right of way but because the cart can kill them and the pedestrian has no way of knowing what kind of driver it is - until it's too late.
