You're in the right place. The note there says, "
Note: The maximum size of your custom image is 120 by 120 pixels or 87.9 KB (whichever is smaller)." I suspect that is your problem.
I use "Option 2" and upload avatars from my computer. None of them are bigger than 69 KB.
