Yeah. Sort of business as usual. My thought when Publix implemented the "no dogs" policy was that it was implemented because of pressure. But they're not going to go out of their way to alienate people, including dog owners. Villagers, including dog owners, spend a lot of money at Publix, My guess is that had you said something to the manager, he or she would have done something about it, but absent an actual report (with the offending person still in the store) managers just might be encouraged to just look the other way.
