But they're not going to go out of their way to alienate people, including dog owners. Villagers, including dog owners, spend a lot of money at Publix, My guess is that had you said something to the manager, he or she would have done something about it, but absent an actual report (with the offending person still in the store) managers just might be encouraged to just look the other way.

Manager could have called the police, the woman would have had no idea who did..... even the person who posted could have. Maybe one arrest hits the online "news" and that would be the end of that. No one looks good in a mug shot.
