Who does own the squares?

The BCDD, SLCDD, and VCCDD? If so then is the property and roadways of the squares somehow different than the common area and roadways in Villa areas? The CDDs own those and do not treat those as "public property" so if the squares are owned by the CDDs are they also not "public property?" The boards of the BCDD, SLCDD, and VCCDD (and all CDDs) are elected by the property owners in that area. Since these boards encompass commercial areas their boards are elected by the owners of the commercial properties. Since The Villages owns the commercial properties then The Villages elects the boards of the commercial areas. Therefore, couldn't it be said that effectively The Villages owns the squares since they alone elect the members of the boards for the CDDs that own the squares?

If The Villages controls the CDDs and the CDDs own the squares and the entity that owns the squares has the authority to make rules for the property they own then is it too much of a stretch to say The Villages has the authority to ban something at the squares? (saving seats, coolers, tables, vaping,..... dogs)
