I suppose the CDD could ban almost anything they want in the actual entertainment areas (smoking), but a doubt a "pet ban" would be consistent with the commercial nature of the general area. After all, isn't the entire purpose of the entertainment areas, to drive people into the commercial areas?

I have a dog and occasionally bring him to the Square ... he loves it there and knows how to behave. I have total empathy for the complainers, although I don't think the problem is exclusive to dogs. I think it's a societal problem. Personally, I see more problems from obnoxious drunks, than pets.
Dogs love their alpha. Given a choice I would wager they would choose home or going for a walk (where you are actually moving at a fair pace, side by side) than the square at their peak. But they never get to choose. And I'm sure the obnoxious drunks and other over anxious dogs are a couple more things your pet might prefer to avoid, you know, if they could choose.
