You are misreading, and misapplying this stature. At the same time you are confirming a golf cart CAN cross a road at a light like Trailwinds. First the statute says carts can operate on roads with a speed of 30 miles an hour or less. This defines all of the streets within the villages the golf carts use.
(c) Golf carts and utility vehicles may be operated only on state roads that have a posted speed limit of 30 miles per hour or less. Second the statute defines what a golf cart actually is.
(22) “Golf cart” means a motor vehicle that is designed and manufactured for operation on a golf course for sporting or recreational purposes and that is not capable of exceeding speeds of 20 miles per hour.
Third, the statute clearly makes the provision that a "golf cart" can cross a state highway at a designated intersection.
(d) Golf carts and utility vehicles may cross a portion of the State Highway System which has a posted speed limit of 45 miles per hour or less only at an intersection with an official traffic control device.
