That's what's so frustrating to me. It's as clear as day, the problem is with their contracting approach and management of same. There's hardly a contract of any sort, in effect anywhere, that does't have a revocation/cancellatoin clause. Get rid of the contractors that can't do the job and hire ones who can and will ... or take it over yourself.
This is Business 101 and the Developer has demonstrated for years, there's no shortage of business savvy on staff.
