Clear Channel doesn’t ‘paper’ billboards anymore. All digital. So instead of having a crew set up a single image that’s sits there for a month at a time....digital ads can cycle thru multiple times, multiple advertisers....in less than a minute. Much like social media. You’re correct though, it’s now a lesser medium but it’s also a much cheaper one to advertise with.
