I don't believe it's about tax law, "Florida" law, or even The Villages law. It's part of the Federal Fair Housing Act that guards against discrimination on the basis of race, color, etc., or familial status (children in the household).
However, housing that meets the definition of "housing for older persons" is exempt from this law, provided that one person is 55 or older in at least 80% of the occupied units and the developer adheres to a policy that demonstrates intent to house persons 55 or older.
