The deli counter could absolutely use paper rather than plastic to wrap your freshly-sliced items but I don't see how this could work for the bulk of the prepackaged items in the deli case.
I really appreciate the "zip lock" plastic bags the deli uses to package my freshly cut cold cuts meats and cheese. You can not lock out the air with paper wrapping. Those "zip lock" bags keep our food fresher longer. Paper will not do that.
