This sounds like the water treatment service company is trying to pull a fast one on you. If you can use another company, please call them. If they are the only supplier for this equipment call a local plumber (possible with a handyman) to look at your system and confirm you have a working shutoff valve. Then with this information have a discussion with the local water treatment company with a hint of filing a complaint with the main company office. I really do not like the sound of this whole situation, and I am concerned the water treatment company is trying to take advantage of you.
