Regarding Ooma, do you have any problems with call forwarding or having a voicemail message show up when you know you were present and the phone never rang in the house? You know that Ooma requires that you actually HAVE an internet connection already. So you still have to pay for internet. If you don't want internet for anything other than your phone, you can get it as cheap as $20/month.
But if you already have internet service, you can use a myriad of VoiP services available for free through your computer. You just need a microphone and speakers or ear-buds. If you have a cell phone but no data plan, you can use whatever internet service your house has to connect with it, and use a VoiP app to use it like a normal cell phone. You just can't use it outside your house unless you're at an open wifi hub, like a store or restaurant.
