I am not going to get deep in the weeds here but have a couple of points. The new CDD representatives are initially appointed by the developer. I believe (and others will tell me if I am wrong🙂) that over a seven year period they are replaced by non-partisan elected representatives. I don’t know for sure, but would be willing to bet that there are more district representatives that are “loyalists” to the HOA. The HOA is no fan of The Villages development company.

The AAC/PWAC is similar in that the members are elected by the residents. The difference here is Spanish Springs and Lake Sumter Landing development districts have a seat on the AAC and PWAC. These two commercial areas are controlled by the developer and has a person representing them on the boards. Again, at least for the AAC, there are more board members loyal to the HOA. So, I agree with you comment about to the victor goes the spoils. But in this case the victor might actually be the HOA.
