Your example of scoring 38 on an executive with two par 4's equates to playing bogey golf. On a Championship course, bogey golf is generally shooting 90, so "breaking 90", means you are 1 shot better than playing bogey golf. All you need to do is take the par score of any executive, add 8 and you get your breaking 90 score. If you played an executive with all par 3's, you would need to shoot a 35 (9 holes *3 par +8) to be "breaking 90".
