They don't spend as much for the same reason your boss didn't pay you $10,000,000 per year. They're satisfied with the product they put on the field and see no reason to pay more. Others, such as the Yankees are willing to pay more to try to produce the best. This is their first championship since 2000. Obviously spending more doesn't guarantee a World Series title but they keep trying to improve their product.
