I am assuming that by "level the lawn" you mean filling
occasional low spots and NOT actually leveling the entire lawn. If you level the entire lawn, you may change the drainage in ways that could be very detrimental to you or your neighbors property, also this may require ARC approval. I agree with the previous comment about NOT using sand but good earth for this.
