Definitely do not close until further investigated. Ask the neighbors to turn their sprinklers on to see if the problem still exists there, also ask the neighbors if they knew or the seller knew that it was happening. I believe it's not the neighbors responsibility, however getting to the root of the issue is important. Also, have your inspector, or a mold specialist, to do further tests. Test for Mold, and moisture up the wall, etc. It could mean the entire wall requires replacement, or just a drying out process. Either way, make sure this is not something you will have to address later, when you go to sell.
