The other vehicle sideswiped the bus. The bus driver responded by swerving, which was the wrong thing to do.

Have you ever hit a deer while driving? I have. The worst possible response is to try to swerve to avoid hitting the deer. That is what is most likely to lead to cars overturning and people dying. The deer is going to die in any case. The correct response is to keep both hands on the wheel and not let it turn while braking. That’s what the bus driver should have done.
