That being said, even though the facts aren't all known, I'll pose this question for speculation:

Scottie Scheffler----master criminal or victim of an overly exuberant police officer?
Some Obvious Questions & Observations About the Officer's Actions & Motives:
1. What was a DETECTIVE doing directing traffic?
2. Why would a police officer "attach themselves" to a Vehicle and not release immediately if the vehicle moved or didn't stop? (Appears to be self-inflicted injury)
3. What does the officer's training advise them to do when a vehicle doesn't stop?
4. How clear was the Officer's instructions? Is the officer ARTICULATE or difficult to understand? What did they say? - it could have been confusing.
4. What other incidents involving unusual or erratic behavior has the injured officer been involved with?
5. What were the injured officer's motives? - Do they have financial issues and were looking for a way to "enrich themselves" by having a multi-millionaire be responsible for injuring them?
6. Was it really necessary for police to stop vehicles or could they have SERVED THE PUBLIC better by creating a detour that kept traffic moving while safely conducting their investigation?

Police have a lot of POWER, so with that Power comes RESPONSIBILITY to wield it fairly.
