If they're installing fuel tanks, that a whole other can-o-worms, with special permits, environmental concerns, etc...

And lie was mentioned before, no contractor will pay for those things based on a year to year contract...

Until anyone knows exactly what is being built, all speculation that "we're getting ripped off" is pure folly...
