Mr. Mills grabbed hold of Scheffler's car, so MILLS CAUSED the car to drag him. There was no immediate emergency, so his actions were not only inappropriate, he violated his training and took an unnecessary and dangerous risk for what appears to be "emotional reasons" . . . Mills must have perceived that Scheffler didn't follow his instructions, notwithstanding that Scheffler was following the instructions given to him by another officer. The instructions given to him by the other officer were recorded by that officer's bodycam, yet Detective Mills' body cam was turned off, which is a violation of department policy (for which Mills has been reprimanded). BTW, what is a DETECTIVE doing working traffic duty???
