Sure. If the strike does not travel through the protector then it cannot provide protection.

You will never know if the device works, only if it doesn’t. VT’s experience makes me glad I have one.

Why do people insist on making claims without looking them up first, do they really think no one will check? Proof by emphatic assertion rarely works.
