Correct. Not only that---how often can you make a slug go faster by tailgating? More often they'll get nervous and do something even worse than driving slowly. Most of the time they're oblivious to their rear-view mirror anyway, and for some reason shocked when someone passes them, even though they get passed frequently every time they drive.
