The OP is correct that he is responsible for repairing the damage on his side of the concrete wall. The District will not repair it. This is detailed in the deed restriction document. If there is a neighbor on the other side of the wall, they may need to share the repair cost if the damage is on both sides of the wall.

Section 1. Services Provided by the District, The District shall have such authority and perform those
services consistent with Chapter 190 of the Florida Statutes. Services shall include, but not limited to the following:
(a) Maintenance and repair of the reserved areas held by the District or dedicated to the use and
enjoyment of the residents of the District, the Subdivision or the public;
