Half correct. They can and are changing the weather. They can and are "dimming the sun" which is having negative impact on the temperature of the earth as well as creating massive changes weather conditions. They are creating new terminology to convince the world the new weather conditions are normal.
One year ago this mandate was created to report on the progress and outcomes of years of weather engineering that is promoting artificial climate change YET, at initial review of its objective attempts to say it is not occuring. This mandate calls for international support as well.

The flood in Dubai was caused by cloud seeding. They are now growing grass in the deserts. CA recently had floods because of cloud seeding. HAARP is creating weather patterns. "Heat" domes are our newest oddities. The list grows everyday.
