If I recall correctly, my neighbor had Trojan batteries installed (48 v) for around $1600, the safety check could run around $200, you can get the mirrors on Amazon for under $75, and these can be a DIY installation or a handyman. I am not sure on the cost of a cooler, but installation is usually 2 or 4 bolts. The beeper to work with the turn signals are available,(Amazon) search for MOTORCYCLE turn signal accessories, kits are usually under $30. From what I heard the conversion to lithium will be much more expensive and needs to be done by someone who knows what they are doing and you will need anew charger.
IMHO, considering the age of the cart, I would go with the lead acid batteries, also be aware that in some cases replacement motor controls are very expensive or very hard to get. Since you are dealing with a 2008 cart I would definitely make sure replacement parts are still available.
