He disclosed the illness to all other people and (especially) athletes he might come in contact with - NOPE
He did not hug or touch other athletes - NOPE
He warned the medical staff so they could wear PPE - NOPE
He warned the medical staff so they could avoid touching additional people after he was handled - NOPE
That behavior gives me no hesitation from banning him for life, escort him out of the current olympic facilities, and a permanent ban from ever attending all future olympics.
