Unless I'm misreading something, if the upcoming vote is a Landowner vote then anyone whose name is on a deed would be able to take part. I've never been part of a landowner vote so I'm not sure how this is checked.

Yes, you are right. The land owner is the entity named on the deed. For all that vacant land and unsold homes, the name on the deed is the developer.
When enough homes are sold that there are 250 registered Florida voters in the district, then those people will get to vote on new commissioners. Two new commissioners each election cycle.
