There are many things that can cause plants to grow and not to grow. One major thing is temperature too low and specifically too high, amount of water, etc. This is not a one issue problem nor a one solution problem. No one can make a guarantee that they are 100% correct. The story here should be how do we mitigate the impacts on humans, animals, the environment we all enjoy now and in the future. Arguing what the cause is while fire burns down towns, floods was away towns, ocean storms; hurricanes/typhoons, destroy entire cities is about as helpful as arguing which came first the chicken or the egg. Hope that climate change naysayers are correct but would rather hope for the best and plan for the worst.
