From a risk factor, it makes sense. A window/we is almost always elderly. The elderly person is now alone, with no help or support. The risk just jumped by a lot.
Not saying it is right or wrong, but that it does make sense.

As an aside, penalizing people for their martial status is codified int US law via the tax system. It is allowed by the fed gov for themselves at least.
