We have many streets in my community that have strict no parking rules. People get towed all the time.

I agree, the local jurisdiction can make such rules. My point is that there are no such rules at this point. There are no "no parking" signs, there is no night hours restriction. Until such a time that there is, each individual will have to decide what "common sense" is and apply his/her version of it.
No jurisdiction can enforce rules that don't exist.
I had a neighbor, in the Villages, who would come out of his house and scream @@##%&##@@ whenever a service truck would park on the street in front of our house and any portion of it would protrude past the property line to his. On the public street mind you. I mean real sophomoric stuff.....".....get that @$#%$#$ truck away from in front of my %$#@ house."
