The charger should have lights on it indicating if it is charging, etc., if you do not see the appropriate lights, I would ask around and see if you can borrow a known good charger and try it on your cart or try your charger on their cart. This should eliminate the charger or point to the charger. A digital voltmeter connected to each battery, one at a time should be able to tell you if you have a bad battery. These are the low-cost DIY options. If you cannot do this, battery boys would probably be the next solution.
If you can wait a day or 2, I have suitable equipment to do some tests on the batteries, and monitor the batteries when the charger is connected.
Also, the garage outlets are typically GFCI protected, are you sure the charger is actually on? The GFCI could be tripped and you are not actually charging the batteries.
